Joseph
C. Szabo, Administrator, Federal Railroad Administration
Nominated by President Barack H. Obama on March 20, 2009 and
confirmed by the United States Senate on April 29, 2009, Joseph C. Szabo is the
twelfth Federal Railroad Administration (FRA) Administrator. As Administrator,
Mr. Szabo is responsible for overseeing the operations for the eight hundred
plus person organization. This includes managing a comprehensive railroad safety
assurance program and regulatory initiatives; enforcement of railroad safety
laws and regulations; development and implementation of national freight and
passenger rail policy and financial assistance programs; and oversight of wide
ranging advanced research and development projects in support of improved
railroad safety. Mr. Szabo is a fifth generation railroader whose family members
worked for the

Dennis is the Chief Mechanical Officer of Chicago Freight Car Leasing Company, a
privately held freight car leasing company.
Mr. Weed started with Chicago Freight Car Leasing in his current position
in 2001 where he continues as a leader in the private car area for developing
new tools and systems to manage railcar fleets in the proactive maintenance
effort.
John Morgano, Railway Specialist, Inc. Topic - 2008 Wheel Data
John Morgano is the President of Railway Specialists, INC., a consulting company he established in 2004. Mr. Morgano is presently a Mechanical Consultant working with Dennis Weed of the Chicago Freight Car Leasing Co. and is active with all aspects of EHMS and the Early Warning System.

Greenbrier Rail Services, Topic - Wheel Shop Quality Assurance.
John began his career in the railroad industry in 1979 with Texas Railcar during the North American Tank Car acquisition and progressing through numerous mergers, acquisitions and positions over the last 30 years. John accepted position of Manager, Quality Assurance in 1990 and has maintained that position to present. John graduated from a two year Carman Apprenticeship in the 1981 and graduated with an Associate of Arts Degree from Cisco Jr. College in 1985. He transitioned to Environmental, Health and Safety in 1987 after obtaining a Safety & Health Certification from the National Safety Council and GE Training. John currently manages Quality and EH&S programs for Greenbrier Rail Wheel Services Divisions 10 locations in North America and Mexico.
Dr. Todd Snyder, Union Pacific Railroad, Topic - Southern ABEX Wheel Removal.
Dr. Snyder directs systems development and analysis for Union Pacific’s wayside detector network. He is responsible for the application of technologies for derailment prevention and maintenance and is a member of several internal and industry groups pursuing systems integration in the areas of equipment and track health. Todd graduated the University of Nebraska with degrees in Mechanical Engineering, Metallurgy, and Chemical and Materials Engineering. He started at the Union Pacific Research and Development Laboratory in 1997 and is the former Chairman of the AAR WABL Committee where he served for the last 8 years. With certifications in non-destructive testing (NDT) and as a Six Sigma Black Belt, Todd has spent much of his career doing failure analysis and statistical reliability analysis.
Ken Rownd,
Transportation
Technology Center, Inc., Panelist
Mr. Rownd is responsible for establishing industry standards, coordinating
design approvals, and monitoring annual AAR Facility Certifications worldwide.
Mr. Rownd has more than 30 years of railroad engineering experience and
is an expert in the testing and analysis of innovative railroad equipment.
He routinely works with AAR member railroads to improve industry
efficiency by reducing operating costs and improving rolling stock performance.
Greg Mills, Transportation
Technology Center, Inc., Panelist
Greg Mills is a Mechanical Field Inspector/QA Auditor of TTCI/AAR conducting
Field Inspections and Audits at numerous new and repair facilities. Mr. Mills
started with TTCI in his current position in 1999.
He hired in 1973 with the former Penn Central Railroad becoming Conrail
in 1975. The majority of his time in the railroad was spent in a freight car
wheel shop operating all equipment and machinery used in the reconditioning and
new application of wheel sets, including operating most areas of roller bearing
reconditioning. Mr. Mills graduated from Williamsport Area Community College in
1973 along with several certificate classes from Penn State University. He has
more than 36 years experience working in the railway industry.
He has attended WABL committee meetings as representative for the
Mechanical Inspection Department. He also performs international QA Audits for
the AAR in China and India along with observation inspections at companies on
behalf of the AAR and WABL committee.
Scott Cummings, Transportation Technology Center, Inc., Panelist
Scott is a Principal Investigator for the Transportation Technology Center, Inc
where he has been employed since 1997.
His career has focused primarily on freight car dynamic behavior, wayside
detection capabilities, and wheel related issues.
He currently manages the Association of American Railroads' wheel
research program and the Wheel Defect Prevention Research Consortium, a group
which includes the FRA, Class I railroads, private car owners, and industry
suppliers. Scott holds an MS degree
in Industrial and Systems Engineering and a BS degree in Mechanical Engineering.

Madelyn Harding has been employed by The Sherwin-Williams Company for 28 years. She received a Bachelor of Science degree from Drexel Institute of Technology and a Master of Science degree from the Engineering School of Case Western Reserve University. Prior to becoming involved in environmental regulations, Ms. Harding managed Applied Research and Development activities in the Consumer Division of SW. She has been in her present position for 19 years, concentrating her activities in the areas of VOC, HAP, and FIFRA regulations, as well as the area of food contact certifications.

David Clayton is Manager, Chemical Engineering with GATX Rail. He has held various operations and engineering positions at GATX since 1998 and has nine- years-experience engineering protective coating solutions for railcars. David holds a B.A. in philosophy from University of Chicago, a B.S. in biochemistry from University of Arizona, and a J.D. from John Marshall Law School. David has been a member of the National Association of Corrosion Engineers and the MARTS Protective Coatings Committee since 2001.
Jim Molnar, Union Tank Car Co.
Jim Molnar is Manager - Coatings R & D for Union Tank Car Company, which operates a fleet of over 70,000 railroad tank cars. He has worked for UTC for over 30 years in both tank car design engineering and
paint & coatings. He has a Chemical Engineering degree from the Illinois Institute of Technology and is an active member of NACE and SSPC.
Low VOC DTM Urethane Coatings Update

Kurt Best, Sherwin Williams Company
Kurt has been involved in polyurethane coating applications and development with Bayer MaterialScience for over twenty five years. Over this time he has worked in pigment development, military and aviation coatings, and industrial and rail coatings. He now manages a group that specializes in the development of aliphatic moisture cure and polyaspartic ester coatings. Efforts of this development center on high build and rapid return to service coatings that meet today’s coatings specifications. Kurt oversees the technical development for the corrosion and military markets at Bayer. He is a member of SSPC and an active participant on their Scientific Review Committee. Kurt holds two degrees; a BA degree from Thiel College and an MS degree from Duquesne University both in chemistry.

Bob Fronczak, Association of American Railroads
Bob is currently Assistant Vice
President Environment & Hazardous Materials for the Association of American
Railroads (AAR) in Washington, DC. His responsibilities include the development
and coordination of railroad industry hazardous materials, nuclear waste
transportation and environmental policy. He actively participates on AAR’s
Hazardous Materials (BOE) Committee, the group of railroad members that have the
responsibility for developing railroad industry hazardous materials
transportation policy. He has also participated in most of the efforts the
industry has initiated since September 11, 2001 in the area of hazardous
materials transportation security. Bob has a bachelor degree in Civil
Engineering from Valparaiso University and a Masters in Business Administration
from DePaul University, and is a registered professional engineer in the State
of Illinois.

Tom Stahura, Moderator, Executive Director Rules and Standards, AAR
Tom started his rail career at Pullman Standard in 1978 working mostly with
passenger car construction. In 1980, he
went to work for Raymond
Kaiser Engineers and was assigned
to work as Project Quality Engineer on the Dade County Rapid Transit System
Project. Tom joined the AAR in 1985 and has served in many different capacities,
he currently is the Executive Director, Rules and Standards. In
this position since 1998, he has worked closely with the Arbitration and Rules
Committee in maintaining the AAR’s Interchange Rules. Mr. Stahura holds a degree
in Mathematics
from Purdue University.
Tom Mordock, Vice President,
Maintenance, GE Railcar Services
Tom Mordock’s rail career started at Southern Pacific Railroad in 1973, working
both in the general office and the Sacramento shop. In 1978 he went to
Itel Rail and stayed until 1992 when GE Rail acquired Itel. Tom remains at
GE Rail. He’s been on the MARTS board of directors since 1993, on the AAR
Arbitration & Rules Committee since 2000 and on the ATSI/EHMS Steering Committee
since 2006. He is also known as a passionate industry supporter of car
owners.
John Kieras,

John currently is the
Director of Railroad & Industry Relations for Union Tank Car Company having been
employed with UTC for over 33 years. Mr. Kieras is a graduate of Southern
Illinois University with a Degree in Accounting. John is a
Certified Public Accountant. Mr. Kieras is a current member and past chairman of
both the AAR Car Repair Billing Committee and AAR UMLER Committee. John is also
an active member of the AAR Associates Advisory Board and is a past Chairman of
ACACSO.

Len has

22 ½ years at TTX Company. Presently
he is the

– Auditing. Mr. Choyce has also held positions of Maintenance Auditor,

the
Chicago & North Western Railroad, where he started as a Management Trainee for 9
months and then 8 years as a General Car Foreman on the Chicago Division. Len
has been
on the AAR Car Repair Billing Committee
for
7 years and is presently Vice-Chairman. Len holds a
B.S. Degree in Industrial Education from Northern Illinois University in 1977.
Tom Jellison, Consultant, Pacer StackTrain
Tom started with UPRR in 1956 as a laborer in the stores department. He then
went to Mechanical, in the car department in 1961 and worked as a Carman,
Forman, Engineer Car Maintenance, Shop Superintendent, and Director Car
Maintenance Operations. In 1991 went to work for The Greenbrier Co.'s as Senior
Manager Mechanical Operations. In 2009, Mr. Jellison became a consultant to
Pacer StackTrain. Currently Tom is Vice Chairman of AAR Arbitration and Rules
Committee, Chairman of the Edit Committee, and is a member of various
Arbitration Technical Advisory Groups.
Rich DeWitt, Consultant, TTX Company
Rich started with the Chicago and North Western Transportation Company in 1973
and served in many different capacities prior to his departure in 1995. Mr.
DeWitt started at TTX in 1995 as the Manager Maintenance Auditing. He was
promoted to Director Maintenance Auditing in 1999 and served in that capacity
prior to his retirement in June 2009. Currently Rich is Chairman of the
Arbitration and Rules Committee. Rich also served on the Car Repair Billing
Committee for over 12 years. Mr. DeWitt holds a Bachelors degree from the
University of Wisconsin.

AAR Associate Advisory Board – How it works and the Associate Member Program
Presenters:
Fred Sasser, President, CEO and Chairman, Chicago Freight Car Leasing Company.
Fred is President, CEO and Chairman of Chicago Freight Car Leasing Co., a
privately owned international leasing company based in Rosemont, Illinois. Fred
has a Bachelor’s of Science degree in Mechanical Engineering from Purdue
University in 1972, and started with Chicago Freight Car Leasing Co. in 1973 as
a design engineer, with subsequent positions in Sales, Operations, Fleet
Management, becoming President in 1981, and Chairman in 1983. During his career
Fred has been active with numerous industry organizations, including Chairman of
the Railway Progress Institute Equipment Leasing Committee, and membership at
the Equipment Leasing and Finance Association, North American Freight Car
Association, and Association of American Railroads Associate Advisory Board.
Fred currently serves on the Board of Directors of the Railway Supply
Institute. Fred is married to Pamela, and has three children.
He is also active in community organizations including Avenues to
Independence, Have Dreams, YMCA, and Roycemore School.
Brian Hawkins, Vice President, Industry Relations, Amsted Rail Company.
Brian is currently the Vice President of Industry Relations for Amsted Rail.
Previous assignments at Amsted have included Vice President Sales for Griffin
Wheel and Vice President – Sales & Marketing for ASF-Keystone. He also
served in various management positions for CSX Transportation. Brian earned an
MBA from Jacksonville University and a Bachelor of Science degree in
Transportation from the University of Maryland

The New UMLER
Presenter:
Alan McDonald, Director Equipment Data Systems, Railinc.
Alan has experienced the railway business from the ground up, working as a
yardman, train conductor and yardmaster prior to joining management as a
trainmaster, assistant superintendent and finally, Manager of Canadian National
Railway's (CN) locomotive distribution center in Montreal. Alan brought this
extensive operating background to the Information Technology world where he has
held key positions in project management and systems design in the US, Canada
and Germany, concentrating on sustainability and data quality.
He has led many major industry IT initiatives and has chaired several AAR
technical and business committees. Alan joined Railinc in January of 2003 to
lead the massive undertaking of modernization and redesign of the industry’s
mission-critical Umler system in the project known as Umler/EMIS.
He is also responsible for all of Railinc’s Equipment Systems including
CRB and EHMS, and oversees the transition of Railinc’s vast wealth of equipment
related data into valuable business intelligence.

Nick Wilson,
Transportation Technology Center
Nicholas offers more than 28 years of
experience in the simulation, analysis and testing of railroad vehicles, track
systems, and dynamics. After
receiving a BS degree in Mechanical Engineering from Cornell University, he
joined the AAR/TTCI in 1980 to work on transit vehicle testing and vehicle
dynamics testing. Since then he has
served as a primary research engineer studying railway vehicle dynamics,
wheel/rail interaction and derailment mechanisms.
He has been actively involved with the development of test and analysis
methods for evaluating the safe performance of new railroad cars, and is now the
Scientist leading the development of TTCI's NUCARS® wheel/rail
vehicle-track interaction dynamics computer program, and manager of TTCI’s
Mechanical Engineering Group.[1]
Jay Monaco, Amsted Industries
Jay has been involved in the development, testing and manufacture of heavy equipment for both the Aerospace and Railway Industries throughout his career of over twenty-five years. Mr. Monaco holds a Bachelor of Mechanical Engineering degree from Cleveland State University Fenn College of Engineering and a Master of Business Administration from Cleveland State University. He is currently Vice President, Engineering for Amsted Rail, responsible for the design, development, and test engineering functions for the company. This role encompasses the development of new products for end-of-car and suspension systems in freight car and locomotive markets. He also serves as Chief Applications Officer for IONX, LLC, a provider of on-board monitoring solutions for railcars. He works closely with the Association of American Railroads’ technical committees, representing Amsted Rail Company and chairing the Truck Manufacturers’ Engineering Committee.

AAR Technical Committee Activities at TTCI and the Mechanical Inspection
Department
These
presentations will give you a general overview of the AAR Technical Committees
and the Mechanical Inspection Department, including mission, responsibilities
and most recent and significant activities.
Presenters
Armand E.
Ciccarelli, Director Mechanical Inspection, AAR
Mr. Ciccarelli is responsible for directing the activities of TTCI's Mechanical
Inspection Department and the Bureau of Explosives Department. The Field
Inspectors are located geographically throughout the US, Canada and Mexico, and
perform inspections of over 2000 facilities to assure the mechanical
acceptability and safe transportation of Hazardous Materials by our nation's
railcar fleet. With more than 41
years railroad experience, his management functions include strategic planning,
scheduling, supervision, staff development/training, safety, budgeting,
administration and database management.
He maintains liaison with AAR Safety and Operations staff in Washington,
DC and regularly participates in routine/certification and Quality Assurance
audits with inspectors.
David Cackovic holds a Bachelor’s degree in Mechanical Engineering, has attended numerous graduate courses including “Management of Technology and Innovation”, California Institute of Technology, and has 24 years of experience in engineering management, standards development and management, and railroad component research and testing. He is currently Chief, Technical Standards and Inspections, Transportation Technology Center Inc., a subsidiary of the Association of American Railroads. From 1996 through 2002 he held the position of Executive Director, Engineering Services and Programs, where he was responsible for Mechanical, Civil, and Metallurgical Engineering operations at the TTC. David recently completed a term as Chairman of the ASME Rail Transportation Division.
